Beyond the Movies: The Real-World Approach to “Build It and They Will Come”

The phrase “Build it and they will come” may work in the movies, but in the real world, that approach comes with risks—after all, what if you build it and they don’t come?

Paula Mehle, Economic Development Director for the Town of Lochbuie, will join us to discuss the importance of a balanced approach to economic development as our region begins to experience the unprecedented growth seen in other parts of Colorado in recent years. She’ll share how modern economic development professionals adapt the phrase into a “Build it strategically and they will come” philosophy—by conducting market feasibility studies, aligning projects with current industry trends and workforce skills, and pairing infrastructure development with incentives, marketing, and partnerships to actively attract businesses rather than passively waiting.

Paula Mehle is a results-driven economic development professional with over 25 years of experience in fostering sustainable growth, attracting investment, and building strong public-private partnerships. With a background in municipal planning, home buying, home rehabilitation, code enforcement, in addition to economic development, Paula has successfully led initiatives that have revitalized communities, created jobs, and enhanced regional competitiveness. Currently serving as Economic Development Director at the Town of Lochbuie, Colorado, Paula plays a key role in business recruitment, retention, and expansion strategies, while promoting workforce development and innovation. Known for collaborative leadership, data-driven decision-making, and a deep commitment to the community and region she serves, she works closely with government officials, local businesses, and community stakeholders to align efforts with long-term economic goals.
